Tahat : What does this data initiative represent?

Brief description :

The Tahat platform has been developed with the support of UNICEF and the collaboration of Community Systems Foundation as part of the Data4All initiative, for NESEC. The Data4All initiative is a global initiative that provides a suite of tools to plan, report and monitor on the SDGs thus helping to achieve national targets for the 2030 Agenda.

The 2030 Agenda for Sustainable Development calls for a robust process to monitor and review progress towards the Sustainable Development Goals, as well as towards national priorities. The experience drawn from the implementation of the MDG Development Agenda teaches us that indicators are essential for monitoring, but more importantly, it is needed to move towards a national, unified, integrated platform which would allow the NESEC and the concerned sectors to carry out uniform monitoring on various indicators.

Through the Data For All initiative, CSF has set up an Open Source toolkit that allows countries/agencies to strengthen their data systems. Although these tools exist in independent modules, they can be easily connected to each other to create an integrated platform.

Context :

Algeria is living today an important period of its history; attached to its identity and its past and oriented towards its future and the future of its population, the country faces great challenges today.

A large reform and development project began in 2020 with objectives and challenges to be met for the short and medium term. From this perspective, the availability of significant information resources represents both a constraint and as many challenges to be met.

The National Economic and Social Council is strengthened in its missions with the adhesion of the environmental aspect to its statutes in the new constitution (published in JO n° 82 of December 30, 2020) and becomes CNESE thus allowing to widen its field of action and participation in the national debate both on the political side and on the economic, social and environmental aspects as a high consultative body of the State, and as an adviser to the government.

The Council is also a forum for consultation and dialogue encompassing all stakeholders concerned with socio-economic and environmental development in Algeria.

In this context, the NESEC is equipping itself with a decision support tool under the name "Tahat ", represented by a dynamic platform of information resources, making it possible to generate thematic dashboards to inform the user and provide him with an instant snapshot of the situation in the desired sector or theme.

Objectives : What are the missions of Tahat?

The "Tahat " Platform represents a space for collecting, analyzing and sharing information and statistical data, all sectors combined and all themes relating to the economic situation, social life and the environmental situation in Algeria.

This space, for exchanging and sharing information resources is a first in Algeria, because it brings together on a single platform, a multitude of useful data originating from sophisticated economic and financial processing and calculation systems. Specific dashboards will be developed in order to inform and enlighten users on the most important current developments, on several themes.

Tahat : What is this data initiative about?

The World Statistics Day is celebrated on the 20th October every year since 2010. On the first day the Secretary General of the United Nations sent a message to the world in which he evoked the importance of statistics and its importance for development, in particular for monitoring efforts to achieve the SDGs.

Today, with the 2030 agenda and the multiple sustainable development goals, the role of statistics has increased considerably, making it more than necessary to have reliable, credible and quality statistical data in order to feed high-level decision-making. It will also allow everyone to have access to important information resources given that statistics and more generally data, affect all aspects of modern life and the daily lives of citizens.

The "Tahat" platform is a hub bringing together the information needed to help decision-making and keep all users informed of developments, facts and assessments in all areas, especially those relating to development, and to achieve the SDGs and their targets.

Users : Who is this platform for ?

The platform provides information on several indicators and produces dashboards on the three dimensions: economic, social and environmental, thus making it possible to provide information and knowledge to the general public as well as to professionals and the civil society.

It is easy to read and understand the various dashboards available on the platform, as well as the documents and reports placed on the “Library” section.

In addition to data on the level of poverty and the situation of children and women in the community, largely explained and detailed by the results of the MICS surveys, we also find statistics and reports in different areas of interest. This will certainly interest a wide range of users and practitioners (Business Leaders, Investors, Legislators, Representatives of the civil society, Academics and Researchers, Students, and the public in general).

Content : What is the portal composed of?

The Tahat portal is composed of a suite of data tools:

1. SDG Wheel, in which all the goals have been detailed as per their linked targets. The objective of this section is to help educate users about SDGs and also show all related documents available on the portal.

2. The Dashboard, is composed of two sections, one on «Planning and monitoring of sectoral priorities, while the other one is dedicated to Statistical Data.  In the latter section, users can browse through a list of well curated dashboards, each one focussed on a specific.

3. Metadata, provides more information around indicators in a standardized way. How an indicator is defined, how it has been computed, its disaggregations, source of data etc. This is a rich source of information for users who want a deep-dive in the richness of the database.

4. The « Digital Library» is a rich repository of reports classified by SDGs and type of documents. Users can look for a report either by typing a keyword or by using the intuitive filters. This is a dynamic space containing key reports that can also be downloaded or shared on social media.

5. Data Visualiser is an innovative tool which allows users to access the entire Tahat indicator database. Users can explore the latter, search for indicators, customize visualizations, edit them and also save them on private gallery. Furthermore, data sets can be downloaded on the Reports section,

6. Tahat Mobile Application available for Android et IOS phones is another innovative tool that allows users to have the data at their fingertips. It can also work on offline mode. Users can search for an indicator, and see visualizations without having to go to their computers.
